M. Kathleen Gallagher

Kat specializes in health care litigation.  She has over 15 years of experience as a litigator and transactional attorney serving businesses and individuals in various areas of law.  Kat has litigated matters from inception to resolution, representing clients in mediations and as co-counsel in jury trials.  Her experience includes areas such as breach of contract, business torts, personal injury, employment law, workers’ compensation subrogation, unlawful detainer, estate planning, and intellectual property.  Kat represents managed care organizations in disputes with both contracted and non-contracted providers for breach of contract and other business torts involving payment under the Knox-Keene Act and pursuant to contracts with the California Department of Health Care Services (DHCS).  These disputes involve, but are not limited to, questions of medical necessity, receipt of proper and valid authorizations to trigger payment, and compliance with provider dispute resolution processes.  Kat also assists in peer review matters related to credentialing and in administrative matters brought by the California Department of Managed Health Care (DMHC) and DHCS.

As a Rotarian who does her best to exemplify service above self, Kat is grateful to be able to focus her passions, skills, and experience towards advising and representing health plans; particularly those who serve Medi-Cal recipients.

Kat lives in West Sacramento and is married with pets.  She and her husband have two dogs and outdoor goldfish.  She enjoys travel, skiing, running, golf, playing piano and guitar, reading, camping, puzzles, and dancing.
